When account level encryption is enabled, the AWS IAM machine-identity performing the restore must have access to the account level encryption key.
The account level encryption is the region level encryption applied at the account level to encrypt the EBS volumes by default. For information about enabling automatic encryption for your account, see Turning on automatic encryption of new Amazon EBS volumes and snapshot copies.
