For direct, channel, and marketplace private offer customers, Active Directory is licensed using the heartbeat model. Under this model, customers license the total number of employees in their organization (full-time, part-time, and contractors). Licensing is not based on user accounts in the directory, usage is not reported, and overage enforcement does not apply. For MSP and marketplace utility customers, Active Directory is licensed per enabled user accounts in the directory. In this model, licensing is based on the total number of enabled user accounts in Active Directory and/or Entra ID, usage is metered and reported, and overage enforcement applies.
