To control the initial synchronization of email messages between the ContentStore and the end users' computers, you can create a whitelist.
If you deploy the ContentStore Email Viewer in offline mode, email messages that were content indexed are copied to the Offline Local Cache folder of ContentStore on the end user's computer. This initial synchronization may include a large number of email messages and may cause an above average load on the Web Server. To decrease the load on the Web Server, create a whitelist so that only users on the whitelist have their email messages synchronized between the ContentStore and their computers.
Before You Begin
Create the whitelist and place it on the Web Console client where the proxy server for ContentStore is configured. The whitelist must be a text file that contains one user name per line. User groups are not supported.
Procedure

Log in to the Web Console client where the proxy server for ContentStore is configured.

Open Internet Information Services (IIS) Manager.

Under Connections, expand Web Console client name > Sites > Consoles, and the click ProxySvc.

Under Features View in the ASP.NET section, double-click Application Settings.

In the upper right under Actions, click Add.
The Add Application Setting dialog box appears.

In the Name box, type USER_LIST.

In the Value box, enter the path to the whitelist.

Click OK.

Under Connections, right-click Consoles, and then click Manage Website > Restart.
What to Do Next
After the initial synchronization of email messages is complete for the first set of users in the whitelist, add a new set of users to the whitelist. Continue to add sets of users to the whitelist until the initial synchronization of email messages is complete for all users. After the initial synchronization of email messages is complete, remove the USER_LIST application setting.
