Add a workload resource pool for Azure

For each region and solution type, you can have only one workload resource pool. You can modify the properties of a workload resource pool.

When a workload resource pool is set up for the Azure in a region, tenant administrators should use the hosted infrastructure for onboarding their Azure VMs in that region.
