Before privacy can be set for companies and clients, privacy must be enabled at the CommCell level.
If privacy is disabled at the CommCell level, locked companies and clients remain locked but no new companies or clients can be locked.
Procedure

From the navigation pane, go to Manage > CommCell.
The CommCell details page appears.

Under Privacy, click the Allow users to enable data privacy toggle key.
