You can use the Commvault software to back up and restore databases in Azure SQL Managed Instance.
Backups
The software utilizes the Microsoft Back up to URL mechanism to protect Azure SQL Managed Instance databases. This mechanism only supports taking a COPY_ONLY full backup.
COPY_ONLY backups of system-managed transparent data encrypted (TDE) databases are not supported by Azure; however, you can protect databases with customer-managed TDE keys. For more information, go to the Move a transparent data encryption-protected database section on the Transparent data encryption for SQL Managed Instance page on the Microsoft documentation website.
