To create a recovery group in a service provider environment, you must be an MSP administrator, tenant administrator, or a user with the Client Admins role for the source hypervisor (or with a custom role that has the same permissions as the Client Admins role).
To review the permissions for the Client Admins role, from the navigation pane, go to Manage > Security, click the Roles tile, and then click the Client Admins role.
The user who created the recovery group also has permission to view, edit, and delete the recovery group. If the creator is an MSP administrator, then the MSP administrator's peers can also view, edit, and delete the recovery group. If the creator is a tenant administrator, then the tenant administrator's peers and all MSP administrators can view, edit, and delete the recovery group. If the creator is a tenant user, then all tenant administrators and MSP administrators can view, edit, and delete the recovery group.
