In the Download Center, there are two levels of access—end users and administrators. Both end users and administrators can view and download packages, but only administrators can add, edit, and delete packages, and manage repositories.
To allow end users and administrators to use the Download Center, create a user group for each—one for end users and one for administrators—and then assign roles with the necessary permissions to the user groups.
