A storage resource pool is a set of infrastructure settings, such as region and MediaAgent group, used to enable bundled storage plan creation for tenant admins in that region.
Procedure

From the navigation pane, go to Manage > Infrastructure > Resource pools.
The Resource pools page appears.

On the Storage resource pool tab, in the upper-right area of the page, click Add Storage.
The Add storage resource pool page appears.

In the Name box, enter a name for the resource pool.

From the Region list, select the region where the Azure DevOps data is located.

From the MediaAgent Group list, select the server group that has MediaAgents for the selected region.

Click Save.
