Locked Azure resources can prevent Commvault from creating and restoring snapshots in the locked resource.
To use a VM in a locked resource group, select a different, unlocked resource group for the VM so that Commvault can create and remove snapshots in it. For more information about selecting an unlocked resource group for a VM, see Editing VM Group Settings for Azure.
Before you select a custom resource group for disk snapshots, verify that the following are not locked:

The storage account for staging disk blobs

The storage account for unmanaged VM backup disks

Resource groups that you use to restore and replicate VMs

Resource groups that you use to fail over replicated VMs
